're following this hour, slow pace of storm recovery efforts in the northeast. 12 days after sandy, some residents saying they are not receiving any help from fema or even the red cross. with such widespread devastation residents are dealing without basic services. that before the storm they took for granted. >> no water. no heat. no lights, garbage not being picked up. garbage, halfway. garbage thrown everywhere. smell. the environment out here is terrible as far as smelling. odor is horrendous. it's depressing. >> gregg: anna is covering this live at staten island. >> we are 300 yards from the water at one of six dumping stations around staten island. we have been watching this debris pile up for two weeks in the nor'easter that hit last week. it did slow the crews. it's quite an active scene behind me today. a sign of progress being made. that is good sign. also hundreds of volunteers piled into buses at city hall this morning with their own tools and shovels helping out super storm sandy victims. volunteers sorting goods going house to house and cleaning up parks. groups are leaving

for first time unemployment claims. labor department warns the figures were distorted by superstorm sandy. applications declining in one state because the unemployment office lost power during the storm. sandy pushing up applications in other states because those temporarily out of work sought benefits. martha: you may see some people getting jobs as rebuilding begins on the northeast. here is little perspective on the number since december 2007. here is the chart we look at. weekly jobless claims stayed above 300,000. they spiked back in 2009. we're a long way from that number. economists say weekly claims must consistently fall below 375,000. that is shown by yellow line. we've been bumping along it for a long time. to indicate the job market is truly strong enough to move the economy in the right direction to change the overall unemployment number. lately weekly jobless claims have dipped below the line, averaging 372,000 a week this year. this is the fourth time the claims have been under 360 in the past 4 1/2 years. overall, 5 million americans are collected unemployment benefits. th

, go to >> jamie: it has been weeks after super storm sandy and parts of lower manhattan remain a mess, many people unable to return home. numerous businesses struggling to cope with the effects of the storm and so much more. we go live to lower manhattan. how bad is it today? >> reporter: well, most of the focus following super storm sandy has been in the hard-hit coastal communities, but portions of the island of manhattan are reeling. crews are still pumping out, trying to get the water turned back on, the power, the heat, the electrical systems reworked. this is a historical area, many buildings built in the 1700s and 1800s. you can notice the plywood and there is restricted use signs on the winds on. residents in battery park city, some are allowed to break their leases and the landlords are offering rebates, but that's a case-by-case business. as for businesses, 35% of them only have business interruption insurance. here's what a community leader has to say. >> obviously, it's been very difficult, after sandy because here in lower manhattan, we have faced this kind
